Problem running OCTGN

Whenever I click on the OCTGN application it gives me an error saying, “Cannot Start Application” at the top of the box and the details say this;

That seems to me like a firewall or router error but I don’t know which port to forward and making an exception in my firewall didn’t help in the least so I hope someone here that’s smarter than me can give me some information. I’m sure I’m just missing something small or I blindly passed something over but I’d be grateful if you could tell me what it is.

I assume the error report gives enough information of my computer that you don’t need me listing extras but if there’s something not present in it then feel free to ask.

I don’t know the version of OCTGN I have, whichever version is featured at their main site, www.octgn.net/downloads.php , is the version I downloaded.
