Not able to generate game IP

I am using version 0.1.6.2 of this excellent software. I am unable to connect to one of my friends when he hosts a game (I have been able to connect to others). When i try host I am not allocated an IP address. Instead it says processing for a while followed by “External service unavailable.”
My friend reports that he was prompted to update the software to version 0.1.6.4 but I have not received this notification and attempts to do this manually from your web page just opens the current version of the app.
