OCTGN does not start

Even though OCTGN is installed, starting it, whether from the start menu, or from the ClickOnce cache, does nothing. But, it does show that it is running in the task manager, but with 0% cpu. also, the memory usage stays around 9,000 KB. Please help!
(I am running Win 7 64 bit.)
